Camp Nr. 4

Summer 2012. This is Camp Number Four, a Kachin refugee camp in Laying, tiny town along the border between the Chinese Province of Yunnan and Myanmar.
Laying's inhabitants - mainly women, kids and elders exaping from war - are not sick and do not suffer from hunger. But their condition is undoubtedly miserable, liminar and extremely precarious.

Mainland China's refugee camps are never declared to the United Nations. Therefore, even if the local governments organize help chains for these persons, the unofficial status of these groups of Kachin casts them away from civil society. They perpetually liva in a legal limbo, where there is no protection by UNHCR. They have no right to claim their refugee status and have no channce to claim the principle of non-refoulement, hence they easily end up trapped in the net of every kind of illegal activity present between the two borders (sexual slavery, drug trafficking, brides and slaves market, etc.).

It is a practice of active citizenship that had a constant growth during the last decade, when numerous official and unofficial neighborhood committees and activist groups from below flowered around town and growingly followed his art education model. Now there are more than 30 different associations and groups of citizens organizing volunteer workshops for children and families on Winter days, so as to prepare the numerous Carnival parades that cross the most symbolic places of town every year.

The "Social Carnival" has become a new tradition, born from social activism - a "popular" one - which highlights the instances for social claims, "giving voice to the instances of those who normally have less and whose voice is never heard. Children born in vulnerable contexts, migrants and their families, unemplied workers' families, etc., they all become protagonists of their territorial communities for one day...
